Hello, can someone please explain why B is incorrect? I was stuck between B and E. What threw me off with E is the word "sufficient".

Thanks for the question! The answer isn't (B) because (B) is slightly off the main point. The essay isn't trying to prove that legislators wouldn't refuse to commit public funds for an effort if we could predict the general outcome of a new scientific research effort. In fact, the author kind of takes this for granted in her argument when it comes to scientific research with positive contributions to the public welfare. But also note: let's say we predicted the general outcome of a new scientific research effort, and we concluded that the research wouldn't contribute to the public welfare. Then legislators would still refuse to commit public funds to it, even by the author's arguments. So (B) can't be the main point of the passage. Hope this helps!
