Thanks for asking! This question asks us for evidence for the 18th-century English attitude toward Parliament. This discussion takes place in the third paragraph of the passage. Take a look at lines 35-36 of that paragraph. The passage tells us directly that “[the Parliament] could change even the Constitution by its ordinary acts of legislation.” This is what (C) tells us.
