Take a look at lines 6-8, where the author tells us that risks of explosion and an unpredictable environment face workers who work on platforms. Thus, it’s likely that the author would agree that eliminating platforms would be a desirable goal.

(B) is wrong because reducing human labor on platforms isn’t desirable because of the lack of knowledge about transporting crude oil, but rather because of risks of explosion and an unpredictable environment. In other words, risks inherent to processing crude oil.
