Why is D wrong?

I thought the lines 53-58 in passage B claims that passage A overemphasized the danger that the purple loosestrife is? Wouldn't that constitute a disagreement?

This would constitute a disagreement but answer choice D talks about displacement of biomass. Passage B only discusses threats to birds and fur bearing mammals. While displacement could be considered under this umbrella of potential threats, the author of Passage B does not explicitly discuss the displacement of biomass, so we do not know their thoughts on this issue.

Additionally, Passage A only says that "50% of the biomass in some wetland communities has been displaced." As biomass refers to all life in an area, it is entirely possible that this 50% does not include fur bearing mammals or birds. In this case, we do not know the thoughts of Passage B's author on this issue.

In comparison, there is a direct conflict between both authors' views on the threats to local aquatic furbearer populations. In lines 11-12, Passage A says, "serious reductions in waterfowl and aquatic furbearer productivity have been observed." In lines 55 to 58, Passage B says, "the impact of purple loosestrife on furbearing mammals is discussed at great length, though none of the species highlighted (muskrat, mink) can be considered threatened in North America."
