Answer choice C

Why is the answer not C? I did strongly consider answer choice B, but I chose C because of its mention of staff. I thought that because the conclusion in the stimulus was the quality of care by the hospital staff, C most weakened this conclusion.

(C) is incorrect because it actually strengthens the conclusion. The conclusion is telling us that differences in the quality of care provided by hospital staff are probably responsible for differences in mortality rate, hence any answer choice that supports the fact that quality of care varies across hospitals varies would support the conclusion. (C) tells us that the average number of years that staff members stay on the job varies considerably, suggesting that some hospitals have significantly more experienced staff members that could provide a better quality of care.
