^^^Why is the answer A and not E?

Please explain why the answer is A and not E. I ultimately chose A but it was a toss-up for me. Why would we not choose E? We know that "There are no diagnostic tests to identify infected animals..." Why would it not be E? Is it because the tests would then eradicate the disease? Please help.

(E) is incorrect because it does not logically complete the argument. Remember, we are trying to finish the sentence "Therefore, if such direct transmission occurs, the disease CANNOT be eradicated by _____." Answer choice (E) - developing a diagnostic test to identify and destroy infected animals - CAN potentially eradicate the disease. The existence of such tests would identify the infected animals earlier, thereby separating them at the earliest possible point rather than waiting for them to show symptoms and affect other animals in the herd in the meantime; therefore, these tests would eradicate the disease. Again, since we are looking for what CANNOT eradicate the disease, (E) is incorrect.

(A) is correct because it logically completes the sentence and provides a way that would NOT eradicate the disease. (A) suggests removing the diseased animals from the herd as soon as they show symptoms, but we know this would be ineffective if direct transmission is possible (as the beginning of the sentence we must complete states). This is because the animals showing symptoms would have already infected the other animals before they were showing symptoms and removed from the herd. Therefore, (A) is correct because it fills in the blank with a system that CANNOT eradicate the disease.
