Take a look at the last paragraph, I think you will find the support for answer choice A. It tells us that the Oneida rejected the readjustment plan offered to them by the BIA. "Instead, they determined to improve tribal life by lobbying for federal monies for postsecondary education, for the improvement of drainage on tribal lands, and for the building of a convalescent home for tribal members."

These are the improvements to social services and living conditions that are referred to in answer choice A.
