Why not E?
Why couldn't the answer be E? The last two sentences of the question state that modern architects have violated the precept and they allow their strong personalities to take over, thus producing buildings that are not functional for public use. Choice E appears to be a restatement of the last two sentences. Can you explain this in a little bit more detail please?

I see a big difference between "the artist's strong personality taking over their work" and the structure "expressing the artist's personality."
E is not a restatement of this premise. It is too broad of a conclusion to reasonably follow from the passage. It does not contain the words "strong" or "take over." The author never suggests that self-expression indicates egoism, so long as the personality doesn't dominate the work of architecture.
