The support for answer (E) is found in the very next line - "Many of the Court's decisions have been products of political compromise ..."(lines 4-7). Let's briefly look at the rest of the answer choices. (A) is unsupported by the passage, nowhere are we told that Native Americans could not present their concerns. (B) contradicts the information in the passage (lines 27-30) as the Court did recognize special circumstances and concerns. (C) is unsupported by the passage, the Court made sure that states are not encroaching on federal and tribal issues. (D) is a true statement but it is irrelevant to the question, this is not the reason "the Supreme Court has not resolved issues in a manner that pleased Indian nations..".
