How do you transfer the A is always a part of B? Is it A>B? Or B>A? If it is the previous one, then formal instruction is always a part of good musical education can be seen like FI>GME. However, the first premise in the stimulus is SFMA>GME. So, even if FI>GME, we still cannot conclude that parents who wish to provide the strong foundation to their children needs the FI, as the conclusion of the stimulus stated, because it would be a reverse logic. And that is the reason I don't choose answer choice D. Please correct me where I am wrong!

It is B ->A . If A is always a part of B, we know that whenever B is true, A must be true as well, but we cannot infer the opposite. So you would diagram this sentence as:

GME -> FI

Formal instruction is a necessary condition for good musical education.
