how were you able to conclude that b---st? i understand that per the principle statements b-- br---nrb.... but where does nrb connect to st? if st is either nr or asb?

The stimulus tells us that:

not approved -> band together
~ band together -> approved

approved -> build water/ sewer systems ->new buildings -> overcrowded schools/ new roads

roads v schools -> tax increase
~ tax increase -> ~(roads & schools)

Taken together these premises allow us to infer that:
build apartments -> new roads -> tax increase

The premise tells us that "increased population would certainly result in roads so congested that new roads will be built.." meaning new buildings and associated population increase are sufficient conditions for new roads being built. And the next premise tells us that "neither new roads nor new schools can be built without substantial tax increase.." meaning new roads OR new schools is a sufficient condition for a substantial tax increase. Since it is A v B -> C statement, either condition could be true for the consequent to be true. A is true -> C is true. B is true -> C is true. Thus we can conclude that new apartments -> new roads-> substantial tax increase.
