Why is C the answer?

Is C the answer because of "Because it is now known that if the South Island tautara are lost an entire species will be lost..." Thanks for the help!

That's correct. The argument tells that when the threat of extinction was only thought to be local (South Island), there was no need to protect the species, but when the species inhabiting the South Island were recognized as distinct from the North Island ones, the threat of extinction became global, creating an obligation to prevent extinction.
