To get an idea for the primary purpose of the passage, we have to look at it as a whole. The passage, generally, tells us about the difference between the colonials and the English with regards to their political vocabulary and their views on certain political institutions. This is a backdrop on a larger idea of the relationship between the colonies and England, as we can see by the continued juxtaposition between the colonials’ views and the views of the English throughout the passage. Thus, (E) is correct, as it captures the idea of explaining part of this relationship between the two. Hope this helps! Feel free to ask any further questions you might have.
