I debated between A and C and ended up picking A because in C is states "factors" but I felt in the article continuous change really only discussed one factor ... can someone please explain where I went wrong?

Thanks for the question! First, let’s take a walk through the passage to figure out why (C) is a better choice than (A). The first paragraph introduces the idea of the US federal government eliminating racial discrimination in employment and wages. The second paragraph talks about the “continuous change†hypothesis, which argues that the US federal law had a marginal impact on economic progress made by black people, instead emphasizing historical forces. The third paragraph pushes back against those who believe in the continuous change hypothesis, and the fourth paragraph introduces an additional argument against them. The first two paragraphs set up the hypothesis, and the next 2 paragraphs knock it down. Thus, the answer is (C), since the primary purpose is the last two paragraphs that attack the continuous change hypothesis. The word “factors†here refers to the “historical factors†(line 17) which is pluralized, so the fact that “factors†is pluralized is fine.
(A) is wrong because the main point of the passage isn’t to explain why the argument is incomplete. It’s a bit stronger than that—the passage directly refutes the argument. Hope this helps! Feel free to ask any further questions you might have.
