I am confused how "A large portion of mail is incorrectly addressed" translate to MCA-most-_<2days and MCA-most->_ 3 days. Please help me understand thank you.

Rather, these two diagrams represent the first and third sentences of the passage and work to support the inference that is stated in (D). Also, it is important to note that the second diagram is referring to all mail, not specifically to correctly addressed mail as you wrote (so M instead of MCA).
So, we know that most correctly addressed mail arrives within 2 business days, but most mail in general arrives in 3 or more business days. What accounts for this change from correctly addressed mail arriving within 2 days to all mail arriving past 2 days? The difference between the group of correctly addressed mail and all mail is the addition of incorrectly addressed mail Therefore, there must be a significant portion of incorrect mail in the mix to explain the disparity.
