Why not D?

I see why the answer is D now, but I am unsure how to rule out answer choice D. Is it because the PM does not mention fuel efficiency? Thanks in advance

That is correct! The plant manager does not mention fuel efficiency. Rather, their argument is focused on the cost of replacing the open furnaces with closed furnaces.

The supervisor agrees with the overall conclusion that the new process is expensive. They highlight the fuel efficiency of the new process to contest the plant manager's point that the new process costs more to run than the old. If the new process is more fuel efficient, it will require less fuel than the old process and will therefore cost less to run.
