So is E saying that the the there were different methods used to calculate estimates for different districts in the rapidly growing city or is it just saying that it used a different method than what was used on the two other cities?

Answer choice E says for cities 1 and 2 each of the four companies used the same method of calculation, but for city 3 each company used a different method of calculation. Here's a way to think about it:
City 1: Companies A, B, C, and D all used method of calculation X City 2: Companies A, B, C, and D all used method of calculation X City 3: Company A used method W, company B used method X, company C used method Y, and company D used method Z
As you can see above, each company uses a different method of calculation for city 3. This helps explain why the calculations would be the same for cities 1 and 2, but different for city 3.
