Please explain why B is wrong. I understand why A is wrong but I chose B and am still not sure why how to explain why it's wrong.

Good question! This stimulus tells us:

(1) All people in Gradara approve of using high temperature incinerators.
(2) But, local residents near the locations of these incinerators resist them.

You are asked to resolve the tension between these two statements.

Answer choices:

(A) is correct. This answer choice explains why someone may be in favor of incinerators in general (because it minimizes the overall risk to the population) and why that same person may be opposed to them when the incinerators are near their home (because the risk is concentrated near the sites).

(B) is incorrect. We know from the stimulus that all people actually approve of using the incinerators- this tells us that the price is not at issue. This answer choice fails to resolve the tension between all people supporting the incinerators and those near the incinerators opposing them.
