I feel like B is saying the exact same thing a the conclusion. B doesn't same to add anything new. Should the answer choice not be less restrictive than the conclusion. If anything B seems more restrictive because it goes from just asking permission to the directors have to act according to the express wishes of the donors. B, it seems would not be the least restrictive.

The question is looking for the answer choice that meets two specific criteria. First, it should "justify the position advocated above." Second, it should place "the least restriction on the allocation of funds by directors of charitable organizations." Therefore, we are looking for the answer that concurrently supports the conclusion of the passage and is less restrictive than the other answer choices that do so.

(B) supports the conclusion that the directors should obtain donor permission before redirecting the funds by stating that donor wishes should be observed before funds are diverted to a different cause. Note that the correct answer choice does not necessarily need to be less restrictive than the conclusion, it just needs to be less restrictive regarding director allocation of funds than other answer choices that support the conclusion. In effect, asking permission and following the express wishes of the donors are equal in that they both require acting as the donor wants. So, B is not overly restrictive and is therefore the correct answer.

(A) does not support the conclusion and is overly restrictive with regards to fund allocation.
(C) does not support the conclusion and is overly restrictive with regards to fund allocation.
(D) may support the conclusion but is overly restrictive with regards to fund allocation.
(E) does not support the conclusion but is not restrictive with regards to fund allocation.

Thanks for the follow up! I can see how B is equal to the conclusion. I chose E but I understand how it does not support the conclusion of the passage. I was just looking for an answer choice that was the least restrictive. Thanks!
