how is it shown that the elected representative "fund that activity in general?" I took that to mean that they generally fund such activities not in the capacity of their roles but just generally. This was confusing.

The phrase "legitimately fund that activity in general" refers to government support for the arts through taxpayer dollars. When applied to the passage, (B) can be taken to mean that the funding of a particular work of art that a taxpayer may find offensive is warranted if it is funded by elected representatives who legitimately fund works of art in general. This general funding is shown in the passage in the phrase "vote to support the arts with tax dollars."

The stimulus makes it sound like the arts were not funded by taxpayers dollars in the past, where they held a "vote to support the arts with tax dollars." It sounds like the elected government never was funding the arts with taxpayer dollars in general. I think that's where the hesitation lies in choosing answer choice B.
