Wouldn't C be an exception because the workers were just exposed to the gas as in as soon as they are exposed to the gas they decide to take said course of action? With C it seems like the workers were not affected by the gas

We cannot assume the timeframe for noxious fumes to have an effect. Also, choice (C) parallels choice (D) in its use of the word "just." Overall, these factors make choice (C) much less of an outlier than choice (B).
