Is it because A said the second person himself is biased, rather than the one who detect the bias?

Let's look at (A) and (E).

(A) says, "displays the same kind of biased thinking as that against
which Lenore’s argument is directed"

The problem with (A) is that the bias that Lenore is arguing about is
with regard to historical writing from a historical perspective,
whereas Victor actually shows no evidence of bias. Thus, we can get
rid of (A).

(E) says, "overlooks the possibility that those who detect and
identify bias are themselves biased in some way"

(E) is spot on with why Victor's response doesn't succeed as a
rebuttal of Lenore's argument. The problem is that the people who are
spotting bias and/or aware of it could still be biased themselves, so
this is why (E) is the correct answer choice.
