The phrasing "which most helps to strengthen" is a typical Strengthen question stem, and this is a variation of that. It is only asking which answer choice would provide the strongest support for the argument, not which makes for the conclusion to be drawn.

Here are a few common phrasings for Strengthen with Sufficient questions:
- The conclusion is properly drawn if the argument assumes which of the following?
- The conclusion follows logically if which of the following is assumed?
- Which of the following, if true, enables the conclusion to be properly drawn?

What would differentiate a Strengthen question from a Strengthen with Sufficient/Necessary question?

Sufficient assumption questions ask us what would make the argument correct. There's a couple of ways they ask this like justify the argument, justify the reasoning, make it fully supported, but they all ask you what makes it correct.

Necessary assumption questions all ask us what the author must believe. There's a couple of ways to phrase this, simply asking what the argument assumes, what the author has necessarily assumed, or what the author has committed themselves to but all have the effect of asking what the author must agree with for their argument to make sense.
