Before going to the answer choices, try identifying the flaw in your own words.

It doesn't matter that most handgun crimes don't result in fatalities. Classifying handgun crime distinctly from other crimes is about comparing their fatality rates. It doesn't have to be over 50% in order to qualify for its own classification. It just has to have a higher fatality rate than other types of crime, which it does.

Which other answer choice ignores this comparison of rates, and argues for a course of action based on insufficient evidence?

Answer choice A makes the same error. Overweight people are at greater risk of developing heart disease than other people. However, A ignores this comparison, and says that most overweight people don't get heart disease. Therefore, it is unnecessary for physicians to emphasize the danger of heart disease to their overweight patients.
