An explanation please

Hello. Can you please help me understand why D is the correct answer? I think I misinterpreted "a dramatic rise in newly reported cases of melanoma" to mean there was an increase in people who got melanoma despite decreases of the number of people who sunbathed for extended periods of time.

I think that your reflection is correct. You would expect fewer cases of melanoma if people are sunbathing less and less. However, there is a difference between "cases of melanoma" and "reported cases of melanoma." Answer choice D explains how there could be more melanoma reports, even if the number of cases is actually decreasing. The new early diagnosis technique would result in more diagnoses, which would result in more reported cases of melanoma. This successfully resolves the discrepancy.
