When they discuss unusual condition (or "system strain"), this is referring to something that is not typically present in society or an issue that may be exacerbated during the time under question.

An "annual" general election is not an unusual condition. It is for this reason that an annual general election would not be appropriately studied by the classical theory of social movement.
