I thought that the correct answer would not conflict, therefore, the correct answer choice would be cannot be true. Please provide further explanation. Thanks!

We are going to use the question stem to identify the correct answer choice type. In this case, the question stem says the following:

More simply put, each of the following must be false (cannot be true) EXCEPT.
Therefore, the correct answer choice type is "could be true". Because if the four incorrect answers will be "cannot be true", the opposite answer is "could be true".
I do believe that the answer choice D is correct in saying "Could be true", although I think there may be an error in the explanation, which we will be sure to amend if it is incorrect. I believe it should say the opposite, in that you are identifying the answer choice that does not conflict.
