Can you please explain why C is incorrect? Didn't individuals from both groups coming to the US fall into one if these categories based on the demand by the market?

The two immigrant streams discussed in the passage refer to skilled labor and unskilled labor. These are the results of demand within an advanced capitalistic society.
The original Chinese and Japanese immigrants under question immigrated to the United States in response to a shortage of unskilled labor. This was when the United States was an early capitalistic society.
Therefore, it would be incorrect to say that the author's use of referring to "two immigrant streams" explains the nature of "early" Chinese and Japanese immigration, when it should say that it explains the nature of "later" Chinese and Japanese immigration.
Answer choice D is correct because it shows how market conditions (i.e. early vs advanced capitalistic society) affect the demand side of the equation. When it was early, the country needed more unskilled labor, and as it advances, it requires more skilled labor. This changes who will immigrate and find work within the country.
