Can you explain rule 1?
I'm getting confused on rule 1. C equal or greater than P. Why is it greater than if the rule states the computer in each office was bought either in an EARLIER year than or the same year as the printer.
Can you explain? Maybe I'm overthinking it

Rule #1 states that "The computer in each office was bought either in an earlier year than or in the same year as the printer in that office."
This means that an office's computer was always bought before (in other words, earlier than) or in the same year as the office's printer. This can be written as "C is greater than or equal to P" in terms of age in the office. If the computer was bought in a year before the printer, it must be older to the office than the printer, so we can write that it is greater than the printer. The computer will always be greater than or equal to the printer in terms of its age in the office, which is what this scenario is all about.
