you read the passage carefully and you get it. but there is nothing to diagram. so how should I approach this ?
will I just have to rely on me remembering the reasoning of the passage?

When it comes to logical reasoning questions, some people are able to just remember the passage. But, if that's not the case for you (it's not always for me), I like to break the passage down into its components like this:
Premise: The theory of deterrence is based on the idea of fear of retaliation. Premise: To maintain deterrence, other nations must think you have enough retaliatory power that they can't defend against it. Conclusion: ???
Then, when you turn to the answer choices you can just refer to this shortened outline instead of the full passage.
