Because a university must go in City 2 and none of the cities contain both a jail and a university. We have two universities in cities that do not share a common boundary - one of them is in City 3, the only cities with no common boundary with City 3 are City 2 and City 6. City 6 contains a jail, thus City 2 must contain a university.
