Thanks for the question! There’s two separate problems with (A). The first problem is that (A) doesn’t actually support the conclusion because if it supports anything, it would seem to be the last sentence of the paragraph. But the last sentence isn’t actually the conclusion; the conclusion of the argument is earlier up, when the author says that “this objection misses its mark.”

Also, if we diagram it, it tells us

policy justified —> policy does not conflict with more pressing social needs

And conflicting with more pressing social needs aren’t discussed in the passage, so (A) is wrong.
