Conclusion Help

I understand how to reach the correct answer with this question but the problem that messed me up with this passage was the conclusion. How are you arriving at not LMR -> ACDGP?

This is how I approached the question.

All governments worthy of respect allow citizen dissent.
GWR - - - -> ACD

No government worthy of respect leaves minorities unprotected.
GWR - - - - > Protects Minorities (PM)

Thus, any government that protects minorities permits criticism of its policies.
PM - - - - -> ACD
(I am not sure where you are seeing LMR - -> ACD)

What is the flaw here? The author thinks that protecting minorities ensures that a government is worthy of respect, and therefore allows dissent.
PM - - > GWR - -> ACD
However, protecting minorities is necessary for a respectable government, not sufficient. The author has mistaken a necessary condition for a sufficient one, a classic mistake. Answer choice B makes the same error.
