Thanks for the question! First, let’s take a look at the stimulus. We’re told that high-technology medicine is driving up the nation’s health care costs, and given the example of cataracts to illustrate this. Cataract surgery used to be painful and not always effective, but now it works well and is cheaper. Thus, people are getting more cataract operations in general, and so the total amount spent on those operations has also increased.

This is a “must be true” type question, and so we look for an answer choice that follows from the passage. Remember that we’re told that the operations have decreased in cost, but the overall spending has increased. What does this mean? It means that even though the price went down, the quantity went up enough to offset the decrease in price. This is what (C) tells us, and so (C) is the correct answer choice.
