Can't we have considered the statement Patrick wants to device a solution to his own behavioral problem to be a conditional statement diagrammed as Patrick -> UP?

"Patrick wants to devise a solution to his own behavioral problem."

There is no conditionality here, this is just a fact. It doesn't matter what Patrick wants to do, because that tells us nothing about his ability to solve his own problem.

Remember to look for your sufficient and necessary indicators. The word "only" tells us that the first sentence has sufficient and necessary conditions. However, there is no such term in the third sentence. We should not try to diagram it as a conditional statement.
