I understand why C is correct answer but answer D, K and L. If H and J is on week 1 and week 2, K is on either week 1 or week 2, how could K be advertised with L?

The rule only tells us that K is advertised during one of the first two weeks, it still leaves open the possibility that K could be one of the products advertised twice, meaning K and L could be advertised during week 4: For example, this would be a valid scenario:
