If answer choice A had the term "some" instead of "many," would it be a correct answer or would still be incorrect because the term "old" is not defined?

Though it would be better than its current state, your revision of (A) would still be incorrect because the term "old" is undefined.
However, if (A) said that "some people who are at least as old as Sims cannot effectively address the difficult issues facing the country," it could be correct. Remember, "some" means "at least one, possibly all."
