I think it is a good exercise to adjust answer choices and try to make them correct. It will help you to better understand why some answers are wrong and others are right. However, in this case, your amendment would not make A the correct answer.

The HOA's reasons for their support of Cooper, or for their desire to attract business, are not relevant. It doesn't matter why they choose to do what they do. The stimulus presents us with a basic sufficient and necessary premise.

If the association wants a mayor to attract business (WMAB), then it could only support Cooper (SC).
WMAB - - > SC

The real problem is that the conclusion flips these sufficient and necessary conditions, a very common reasoning error.
The HOA supports Cooper, therefore it must want to attract business.
SC - - > WMAB

We simply cannot conclude that the HOA wants to attract business. There could be a number of reasons for its support of Cooper. This is best expressed by B.
