First sentence a quantifier?
Why didn't we make the first sentence a quantifier? I understand that all the other sentences are ALL statements but I deduced that the first sentence was a quantifier.

Thanks for the question! Notice that the qualifier in the first sentence here is on the people doing the thinking. But the stimulus itself doesn’t actually concern those people. This first sentence is more of a rhetorical device to introduce a certain idea that leads to the rest of the argument later. Notice that in the correct answer choice (E), we could realize that it cannot be true without the first sentence at all. The fact that “some people think” the fact doesn’t come into play in the actual logic of the passage, and so it’s not necessary to diagram it as a “some” statement, because the later statements concern deceit/rottenness/effectiveness of politicians, and not the people thinking. If the passage/answer choices had talked more about what “some people think,” then we would’ve diagrammed it as a “some” statement. Technically, we could’ve here, but it’s just unnecessary.
