“better for their firms not to perform...”

That language turned me away from E. Can someone please explain why that should not have been a determining fact for me and why D is better please. There is nothing in the passage that makes an inference that not testing on animals is needed, it just says it would reduce the need to test on animals.

(E) is the correct answer for this question so (D) is not the better answer choice.

The passage tells us that several cosmetics firms are committed to developing, validating, and adopting new product-safety tests that use human cell cultures because these new tests will reduce the need for tests on live animals.

(D) is incorrect because it says these firms believe fewer tests will be needed if cell cultures are used. We can't infer this from the passage. We know that cell culture tests would reduce the number of tests conducted on live animals, but we don't know if they will reduce the number of tests conducted overall.

(E) is correct because it explains why these firms would be committed to developing cell culture tests. If cosmetics firms thought that it was neutral or even better to perform tests on animals, then it would not make sense that they would be spending their time and money developing alternative testing methods.
