I was stuck between A and D

After breaking down the abstract language of A and connecting it to the passage I was able to chose A, but at first I was really leaning towards D. To clarify my thought process is D wrong because it doesn't matter if they sometimes receive something, it would only matter or be relevant if none of the researchers sometimes did not get an incentive ever? My original paraphrase had to do with all researchers must receive grants now which is why D looked promising at first. Thanks
