Quantifier statement and answer choice D

I understand why E is correct; however, when I look at the most and some quantifier statement (the last sentence). It seems like if we can combine it to make D work. Can you please work this out for me?

I see why answer choice D is tempting. The passage suggests that there is too much leachate for the capable treatment plants to handle. However, does this mean that the remaining leachate is sent to a plant that is incapable of processing it? There is no information to support this. What if it is put in storage tanks, or simply dumped in the ocean? We do not know what happens to it. On must be true questions, we need to stick to what we know for certain.

Our quantifier rules do not lead to answer choice D. We have two quantifiers, but about two different things: amount of leachate and amount of landfills, so there is no conclusion to draw. I'll make an example for which D would be correct.

Most sewage plants receive leachate from landfills. Most sewage plants are incapable of handling leachate.

sewage plants --- most --- receive leachate
sewage plants --- most --- incapable

therefore: incapable --- some --- receive leachate

Two most statements about the same group allow us to make a conclusion. But this is not what the passage gave us.
