I don't understand the logic of the question
I wrote answer C for the choice. The context clearly shows that Rotelle is critiquing Sims on the fact that he cannot address the issues effectively which implies that he Rotelle is younger and can solve these issues. Which correlates with answer C that some younger people can deal with the issues.
I don't see how D can be inferred at all. All Rotelle said was that you Sims are too old to solve these issues. This doesn't neccicarily imply that other people which are his age are also unable to solve the issues only Sims himself. Perhaps a younger Sims could have solved the issues but now he is too old.

We simply know that Rotelle believes that Sims is too old to address the issues. This argument would hold up if Sims were 70 and Rotelle were 50. Rotelle would not be considered a "young person," but they are younger than Sims and so, based on the implications of their argument, they are better equipped to address the country's issues.
Answer choice (D) is the stronger answer choice because addressing Sim's age is not a personal critique. Rotelle is arguing that Sims is too old to address the issues; this has nothing to do with Sims' personal characteristics or capacity.
All Rotelle is saying is that being the same age as Sims means you are too old to address the issues. Therefore, if you are able to address the issues, you must be younger than Sims.
