Clarification for why E incorrect

Hello, I can understand why answer choice A is correct; the stimulus states the only way for progress in a culture is progress from within without outside influence. Is E incorrect because it still allows for some sort of outsider influence? Is it incorrect because rather than saying all outsiders should be kept out of the school, it is saying that the correlation between progress and outsider influence is a sliding scale? Is this train of thought correct? Thanks!

I think because it is a comparative answer. There are no examples of comparative language in the stimulus.

Agreed, the passage tells us of a necessary condition, it does not tell us that they tend to vary in the same way.
