Which one of the following is an allowable way of designating subzones within the three zones?

For rule #4: does H or RRR ---> not I mean the same thing as not I ---> H or RRR? If not, what is the difference? Thanks in advance.

Those do not mean the same thing. You can't just flip a statement, to properly take the contrapositive you must flip and negate both sides.

Let's take the statement "if you are president you are not younger than 35."

Just flipping it as you proposed would yeild

If you are not under 35, you are president.

This is clearly untrue, but the proper contrapositive would be "if you are younger than 35 you are not president"
