Why was this no an OR question

In this question they give us 2 options, therefore shouldn't it be diagrammed initially as RHS --> AC OR not PA?

Yes there are two options, which is why it is correct to diagram the first statement as

RHS -> AC or Prices Risen beyond what most people can afford

You have the right idea about the format of this sufficient/necessary condition. However I would not that it is not saying that either Attitudes changed OR People can't afford, rather it is saying that either Attitudes changes or Prices risen beyond what most people can afford.

Subtle difference, but this does change the analysis.

As you see in the stimulus summary, the first diagram conforms to yours!
