Rule #2 says that the chairperson must be a representative belonging to the group from which exactly two representatives are selected. Since M is the chairperson and M is a tenant, this means there must be exactly two tenants selected total. So, M and one other tenant will be on the committee. The remaining three spots on the committee will be homeowners.
