Can you explain E to me?

I really didn't think that any of these answer choices were right, but especially not E. Can you explain why "choice of technologies" is a correct answer? Choice of technologies does not mean that factories will choose the system that the passage is talking about... factories could just choose the existing technology that they are using and continue contributing to the ozone.

Hi Liz, thanks for the question.

I see what you are saying that it is not necessary that they will use clean power technologies. However, the answer choice simply says that the choice could reduce noxious ozone in the troposphere and this fully supported because if they choose to use clean coal technologies, then this can and will reduce noxious ozone in the troposphere. Had this answer said that choice of technologies will reduce... then you are 100% correct in dismissing E, as we do not know which choice they will make.
