I narrowed my answer choices down to B and E. I looked at two variables: the quality of care and the mortality rate and knew I needed to find an answer choice that would weaken one, the other or both

The variation in mortality rate between hospitals is the phenomenon that the passage is trying to explain.
The passage concludes that the differences in mortality rates between hospitals is due to the differences in quality of care provided by hospital staff as the hospitals studied had approximately equal funding per patient.
Therefore, we are looking for an answer choice which would weaken the conclusion that the differences in quality of care caused the differences in mortality rates.
Answer choice (E) does not weaken this conclusion. If anything, this strengthens the conclusion by removing a possible alternate explanation for the differences in mortality rates.
