The cause and effect explanation spelled out here doesn't appear to be the main relationship we should be focusing on? The cause usually has the conclusion . The conclusion is that the ban is not only unnecessary but dangerous that wouldnt otherwise exist so shouldnt that be the cause and the effect is the deer invading, damaging, motor accidents. Please explain why this relationship is not the one we should be addressing - isn't the one that includes the conlcusion? the cause being a ban on hunting is not the conclusion thanks

I was also wondering this. The relationship spelled out in the conclusion is that the ban caused the danger to public safety. The increase of deer seems like an intermediary step not the main conclusion.
